Avoid reciprocal linking - particularly if the site you are being asked to link to has a lower pagerank than yours as it will be of more benefit to them than to you! Instead offer or request an article/ story/ video/ photo to sites you'd like to have a link on or that want a link on your site. That way everyone is happy - one site is getting unique content and the other is benefitting from a decent link back to theirs.
